Windsor-Essex School Boundaries: What Your Address Decides Before You Buy

Labour Day falls on September 7 this year, and the last two weeks of August are when a lot of Windsor-Essex families discover something they wish they'd checked in June. The house they bought in May sits four blocks from the elementary school they toured, but the boundary line runs down the middle of their street, and their child is assigned somewhere else entirely.

It happens more than you'd think. Attendance areas in Windsor and Essex County don't follow neighbourhood names or what the previous owners mentioned at the showing. They follow lines drawn by school boards, tied to a specific civic address. If schools are part of why you're moving, that's worth ten minutes of verification before you commit.

Your address sets the designated school, not your shortlist

Four boards operate across the same geography here: the Greater Essex County District School Board, the Windsor-Essex Catholic District School Board, le Conseil scolaire catholique Providence, and le Conseil scolaire Viamonde. Their attendance areas overlap on the map but function independently, so the public boundary and the Catholic boundary covering your house are usually different shapes.

Each board assigns a designated school based on what the transportation consortium calls the Primary Home Address. That's the address you give the school at registration. A daycare, a grandparent's house, or a parent's workplace doesn't count, and neither does the address you're moving out of.

Buy on the wrong side of a line and your child attends the other school, even if the one you wanted is closer to your driveway.

Busing runs on distance, and the numbers are specific

Windsor-Essex Student Transportation Services handles busing for all four boards, and eligibility isn't a judgment call. It's measured by software along the shortest walking route on the road network, and it only applies to students attending their designated school.

Read that second column carefully, because it surprises people. A four-year-old can qualify for the bus and still have a stop up to a kilometre from the front door. Kindergarten students also have to be met at the stop by a parent, guardian, or an approved designate, and a designate has to be a sibling who's at least 10 or another person who's at least 12. If nobody's there, the child goes back to the school.

One more rule catches families off guard: transportation is approved only for students riding at least three days a week. Part-time use isn't an option.

Out of boundary means driving, twice a day

Boards can approve placements outside your attendance area, usually when a school has room or a family needs a specific program. Those approvals come with a catch. A student who isn't attending their board-designated school is treated as out of boundary and isn't eligible for transportation at all.

That matters for French immersion in particular. Immersion is a program of choice, and the school offering it may sit well outside the boundary your address falls in. Some immersion placements come with transportation and some don't, so confirm with the board rather than assuming. Ten years of morning drives across the city is a real cost, and it's one you can price out before you buy.

Boundaries move

Attendance areas aren't permanent. Boards redraw them through boundary reviews when enrolment climbs, a subdivision fills in, or a new school opens. Windsor-Essex has had several new builds over the past few years, including a JK-to-Grade-12 school in Kingsville, and each opening shifted the lines around it. If you're buying where development is active, ask the board's planning department whether a review is underway.

What to check before you make an offer

1. Run the exact civic address, not the street name, through the school locator on each board's site. GECDSB lists its schools at schooldirectory.publicboard.ca and WECDSB at wecdsb.on.ca.
2. Check busing eligibility separately at buskids.ca. Being inside a boundary and qualifying for a bus are two different things.
3. If you want a specialty program, call the school directly and ask about space, waitlists, and whether transportation comes with it.
4. Ask whether the school is over capacity or has portables on site. That's often the early signal of a boundary review.
5. If your closing date lands in late August, register your child as soon as you have a firm agreement rather than waiting for the keys.

The ten minutes that saves the year

Buyers spend hours comparing kitchens and roof ages, then take the school question on faith because a listing mentioned a school name. Verify it yourself. The board sites are free, and it's one of the few things about a house you can't change after closing.
