Phase 1 is underway at Cabana Road East and the 9th Concession. Here's what goes up in each of the three phases, and what changes at the Ouellette Campus when the doors finally open.
After more than a decade of planning, the Fancsy Family Hospital has moved from drawings to dirt. The province broke ground on July 16, 2026, and Phase 1 construction started that month. Windsor Regional Hospital President and CEO Kristin Kennedy called it a defining milestone for a community that first identified the need for a new acute care hospital more than ten years ago.
It's a long build with a lot of moving parts, and the details get lost between announcements. Here's what's actually being constructed, in what order, and what it means for the hospital services people in Windsor-Essex use today.
The first phase doesn't look much like a hospital, and that's by design. It covers a three-storey Education and Administration Centre on the far-west side of the property, a 700-vehicle parking garage, and site infrastructure.
The Centre will hold non-clinical services: education and meeting space, a simulation training centre, a staff wellness centre and administration offices. Windsor Regional Hospital says putting these lower-tech functions in a dedicated building brings the total project cost down. It also means the redevelopment team overseeing the build can work on site while later phases go up, and gives staff somewhere to train before opening day.
The parking garage will eventually link to the main hospital building and the Regional Cancer Centre. Finishing it early gives construction workers and staff a safe place to park through the rest of the build.
| Phase | What gets built | Status |
|---|---|---|
| Phase 1 Enabling Works | Three-storey Education and Administration Centre with simulation training and staff wellness space, 700-vehicle parking garage, site infrastructure | Under construction since July 2026, about three years to complete |
| Phase 2 Diagnostic & Treatment Block | Five storeys planned: Emergency Department with Regional Trauma Centre and helipad, Regional Cancer Centre, surgical services, critical care, cardiac catheterization lab, maternal newborn, paediatrics and NICU, central utility plant | In procurement. Infrastructure Ontario issued a Request for Qualifications on January 27, 2026 |
| Phase 3 Inpatient Tower | Nine storeys planned: most of the hospital's inpatient beds, In-Centre Dialysis Centre, retail space, and support services including a Command Centre and Volunteer Services | Planning stage |
Phase 2 is the one most people picture. It sits in the centre of the property facing Cabana Road East and will be the main public entrance, with parking lots around it and separate entrances for patients, staff, visitors, EMS arrivals and deliveries. Infrastructure Ontario is running it as a design-build-finance-maintain contract that includes a 30-year maintenance term, with the design guided toward LEED certification.
Windsor Regional Hospital hasn't published construction dates for Phases 2 or 3. Phase 1 is the only phase with a schedule attached so far.
Note the address change: County Road 42 is now Cabana Road East. If you're searching older coverage of the project or looking at maps, you'll see both names used for the same road.
The Diagnostic and Treatment Block is planned as the clinical heart of the campus, and it's where most people will arrive. Beyond the clinical departments, the block is planned to include food services, retail, spiritual care and a dedicated Indigenous healing space.
The Inpatient Tower is where the design choices get personal. Each inpatient floor is planned to hold two standardized medical and surgical units, each made up of two 18-bed pods, with dedicated airborne isolation rooms and shared rehab space. Every inpatient room is planned as a private room with large windows, an ensuite washroom, and room for a family member to stay overnight and take part in care.
That last point is the one that changes daily life for patients. Private rooms cut down the spread of infection and give families somewhere to be, which the two current campuses struggle to offer.
This is the question that comes up most, especially for people living downtown. The new hospital replaces Windsor's two aging acute care facilities, but the Ouellette Campus isn't going dark.
Windsor Regional Hospital's plan keeps an Urgent Care and Satellite Emergency Department operating 24/7 at Ouellette, along with diagnostic imaging, a laboratory, pharmacy services, and some ambulatory and outpatient surgical services. Outpatient dialysis continues at the Bell Building.
Mental health care moves in a different direction. A Centre of Mental Health Excellence is planned at Hôtel-Dieu Grace Healthcare's Tayfour Campus on Prince Road, where 60 or more acute mental health beds will relocate from Ouellette when the new hospital opens. Specialized mental health, addictions and children's mental health services already operate at that site, so the move gives patients one entry point instead of several.
The building plans came out of a functional program that started in January 2022, with forty user groups representing every clinical and support program in the hospital working alongside healthcare planners to define what each room in the new hospital needs to do. Stantec Architecture then translated that into block diagrams showing how departments stack and connect.
The province submitted that work to the Ministry of Health in April 2023. It's the reason the phase descriptions read so specifically: the room-by-room requirements were settled years before a shovel went in the ground.
A project this size reshapes the area around it over years, not weeks. If you want to understand how the Cabana Road East corridor and the communities nearby are shifting, a local agent who watches this area every day is a good place to start.
